The Commission reviewed and approved an application for a certificate of appropriateness for 75 Charles Street in the Greenwich Village Historic District, involving alterations to the front facade, reconstruction of the rear facade, and construction of rooftop and rear yard additions. Additionally, the Commission began hearing an application regarding a modification to an existing master plan for storefront infill at the New York Life Insurance Company building at 51 Madison Avenue.
The board reviewed and discussed a revised signage and banner master plan for the New York Historical Society, an individual landmark. Key discussion points included adjusting banner placement, sizing, and quantity to ensure they are recessed into window bays rather than obscuring columns, thereby maintaining the visibility of the building's historic architectural features. Additionally, the proposal involved upgrading lighting fixtures to energy-efficient LED technology to highlight the architecture without causing visual clutter. Commissioners also addressed the reduction of signage on the 77th Street ramp to improve railing transparency. The commission ultimately recommended approval of the revised proposal.
The board meeting primarily featured public comments regarding the 2027 Annual PHA Plan, with significant opposition voiced against the proposed demolition and redevelopment of the Fulton and Elliot-Chelsea Houses. Participants raised concerns about forced relocation, potential privatization, the accuracy of resident surveys, and the transparency of the planning process. Speakers demanded a reconsideration of the plans, emphasizing the impact on the existing community and the need for alternative approaches to housing preservation.
