Key points included an analysis of the financial implications for the town and property owners, such as taxation, water rates, and road maintenance responsibilities. The discussion also addressed outreach results from property owners and the role of the county assessor in clarifying land ownership for gaps in parcel maps. Ultimately, the board expressed a general lack of interest in proceeding with annexation at this time, citing insufficient property owner support and unclear immediate benefits, while emphasizing the importance of long-term planning.

Town Board of Estis Park Study Session
The board discussed a proposal to implement an administrative penalty process for utility violations, such as non-compliance with backflow prevention, unmetered water connections, and unresolved service line leaks. The primary objective is to create a tiered enforcement system that serves as a middle ground between informal warnings and severe measures like service termination or court action. Staff was directed to proceed with developing municipal code changes, a defined penalty schedule, and formal procedures to improve compliance and recover costs effectively.
