Town Council Workshop Series Meeting
The council discussed the definitions, regulation, and maintenance of swales. Key topics included existing policies on allowable materials such as landscaping and permeable surfaces, the challenges of managing non-conforming swales, and the responsibilities of property owners versus the town regarding maintenance and street tree planting. There was a consensus on the need to establish engineering-based performance criteria for swale construction and materials to ensure proper drainage and safety, rather than relying on specific product lists that may become outdated. Additionally, the group addressed parking regulations on swales and the historical context of how these policies have evolved.
