RFQ 27-0004 Municipal Bond Advisor
West Liberty University is soliciting qualifications from firms to act as its municipal bond advisor for planning, structuring, issuance, sale, and closing of a new $9–$11 million bond financing program. The advisor would provide independent financial analysis and financing alternatives, coordinate the financing team, support rating-agency and investor meetings, assist with pricing and closing, and prepare memoranda, schedules, board presentation materials, and final reports. The project-based work is to be completed within one fiscal year, with a potential interview period during the week of November 9, 2026.
